Batch order reservations

I am getting issues while releasing a production batch order to warehouse.
One of the item on formula goes "Reserved ordered" for some Qty and I am not able to created WH work for Rm picking.
My reservation principle is "Requires full reservation"
 
I did verify that Reserved ordered parameter is OFF already which is under inventory management.
 
 
Any idea why this might be happening.

    Hi, what is the BOM/Formula line type for that item? If it is Pegged supply, it would default to "Ordered reserved."

    Can you check the following parameters in the Production control parameters? 
     
    1. Reservation
    2. Requirement for material reservation:

    Hi,
    In production control parameters, Reservation is kept at "Release" and requirement for material reservation is "Require full reservation"
    using Adv. WH for RM picking, work creation is failed for this particular item..
     
     
     
    BOM line type is Item.
