New Hire Has Less than Required Timesheet Hours in Week

We have timesheet setup for 80 hours required for week which works great but how does that work for a new hire that starts part way through the week?  They would not be able to meet the required hours for the week so how do they submit their timesheet?  Use a dummy code or does the system take the effective date on the resource into account?
