Is this even possible? I want to create a cycle counting work for the entire warehouse with a single Work ID.

Creating work manually may meet you needs. This approach can be used for an ad-hoc count on an item or group of items as well as locations.
You can use "Cycle count work by Item". It will create cycle count work for the locations where item you specified are on-hand.
