Path for run application

How does GP resolve the path for an executable called by "run application". Our dex code is 'run application "DevDirectory\DevProgram.exe", "1";' It has always worked when DevDirectory was under the GP2015 runtime folder. However, we're now seeing some scenarios where it's looking in GP2015\Data\DevDirectory as opposed to GP2015\DevDirectory. Same holds true for GP2016.

This is on Windows fat client environments.
