I get this error when I try to log into a newly provisioned VM.

What exactly do you mean with "both logins"? For the Admin provisioning, you only provide one email address which should be an organizational account.
Well, it wasn't that after all. It worked after I used AdminUserProvisioning tool which is odd because I was already a sys admin. Now, however, I can't seem to get both logins to work. I just need to put in the correct email's for in the networkalias column. correct?

It could be a permissions issue, I don't have permission in app registration to grant 'Admin Consent'. I'll have to request that.
Yes, I Generate Self-Signed Certificates, and select Run as administrator. When the script prompted me for for the application ID, I entered the Application (client) ID of the newly registered app. Funny, it has the right client Id, but it's looking for it in the wrong directory.

I downloaded the VM from the asset library and used the admin account. I'm using my account to log in but I'm an admin.

Can you tell of you downloaded a VM and wants to run it locally or is this a cloud hosted VM which is having the issue? What account was used to deploy the VM and what account are you now using to login?
