Report filtering by ssrs with no default values

When I set the custom filters in the ssrs to have no default values, the filters are not editable. Only the first filter is editable.

Only after choosing value in the first filter should the next filter become editable. 

Please Help!!!!

    What do you want?

    Is there any dependency of 2nd filter dataset to 1st filter dataset?

    Why don't use pre-filter instead?
