Workflow for Purchase Order stays Pending approval (all approved but stuck in Restricted records)

I've created a new workflow for Purchase Orders. And after approval by the approvals it stays in the status pending approval. When I checked the restricted records it is in the restricted records but in my workflow I have aligned for ensuring that it's released from restricted records and staged to set to Release. When I check the workflow instances it shows those particular steps were inactive. I don't understand why won't change the status of the purchase Order to Released. (Permissions = Super as an fyi)

    Looking at the screenshots the setup of workflow seems correct.
     
    Also Workflow step instance set to Inactive once completed.
     
    I suggest debugging the case on the instance. That may reveal some clue.

    This happens because the Release Document step is evaluated on the wrong workflow branch, not due to permissions: in standard BC the PO is only released when the last approval is approved AND Pending Approvals = 0. In your setup, approvals are completed, but the “Release the document” response is either not tied to the “An approval request is approved” event with Pending Approvals = 0, or is evaluated earlier, so the workflow instance marks it as inactive and never executes it—leaving the PO stuck in Pending Approval even though approvals are done. Align the workflow to the standard pattern: on An approval request is approved + Pending Approvals = 0, first Remove record restriction, then Release the document.
