Maintain External Codes removes the ability to invoice

Hi everyone.

I have an urgent issue where our Customer Services Manager cannot invoice if they have access to the Privilege: /Maintain External Codes/. Conversely, if we remove the maintain external codes, they can invoice again. What could cause this issue? They can still send Commercial Invoices, but not Normal Invoices and Pro-Formas.
