Connect new database to NAV 2013 R2

When I try to connect Microsoft dynamics NAV Server instance to the database (for update from NAV 2009 R2 to NAV 2013 R2) I get the error "the specified Dynamics NAV Server can't be reached". The error message does not mention "Server name", Server instance or management Port, which i registered in the "Microsoft Dynamics NAV Development Environment" options. UAC is turned off.

    Have a look at the application event log file for errors / warnings that may give you a clue.
