Any option to update tax slab in HQ as bulk using CSV import are SQL scripting ? how to update line item wise TAX in the receipt xml file ?

I will let the community reply to your tax update question as this may require a 3rd party customization if this is possible.
As far as adding the line item tax to the receipt, there is an Entry.Tax variable available as shown in the below snip from the Customization Guide (attached for your reference)[View:/cfs-file/__key/communityserver-discussions-components-files/106/CustomizationGuide.zip]:

This is less than 4 months from now; and you can continue using RMS after this date but technical support will not be available.
I would recommend checking with your partner in regard to what they may recommend as a replacement system after the extended support end date.
