My requirements are to create custom entity, attributes and package deployment, Please let me know which MS Dynamic CRM's edition version should i buy. is Team Members Enterprise edition has administrator role.

Hi Vishal Parikh, thanks for reaching out.
For any administrator privileges you would need one full license of any module. Sales module is the basic and one most CRM devs are familiar with, but the other modules may have functionality that can be repurposed for your custom work.
You have to buy at least one full license, then you can use team members for any other.
