What exactly defines a Deployment Administrator?

Ok. So I have everything set up the best I can. I've migrated the old CRM 4.0 database over into SQL 2012, and can add it into CRM 2011 Deployment manager. Despite getting a few warnings that there are fragmented sections and that it's outdated, etc.  

But, when I add users, it continuously tells me that the users I'm adding don't have the proper permissions. I've done the best I can there as well. Active Directory is now installed on the CRM server, and I have edited permissions as best I can.  The users are set as "Deployment Administrators" in the Manager, yet when importing the Organization, it seemingly refuses to acknowledge that users permission levels. 

Is there maybe an issue from installing AD roles after installing CRM 2011?  Should I reinstall 2011?

    Can you please post the exact errors you are receiving? Have you looked at the install logs to see what errors you are getting there? They can be accessed at %appdata%/Roaming/Microsoft/MSCRM/Logs

    You may want to create a support case to review this further. However, if you know the users in the 4.0 database that have the System Administrator role, you would want to map one of these to the user that is your Deployment Administrator or the user that is completing the upgrade.

    Well since that was a dead end, how about this one:

    Today I decided to try reinstalling it and attempt to narrow down my issue. From the log the install produces I was able to figure out that it's either a DNS issue with the AD, or a permissions issue, despite the digging and everthing that I've already done to the AD setup. It kicks out a 0x8007202B error in the log file.

    I do not think it is a Symantec issue. I would still say it is related to the AD account and the System Admin role in the database being upgraded or a user being selected to have this role. At this time, I would request you escalate this to a support case for remote session support
