How to setup a Dynamics 365 for Marketing development environment?

As the license guide says we do only get one free Marketing installation for a tenant, when you have that 10 CE licenses. So how to setup a development environment for this? There needs to be a development instance, a testing instance, a staging instance and a production instance. Our free Marketing installation and the portal instance will go to the production instance. How to get the Marketing solution into dev, test and staging and a portal instance for each?

The only answer I know to this is purchasing additional marketing applications (421,60€ each). Since the licensing guide does not say, that you automatically get another portal instance for each marketing application, I am afraid you also need to buy additonal portal instances (also 421,60€ each). If that's the case it sums up to 30.355,2€ per year, without having done a single customization or one line of code. Despite the immense costs that can come with the marketing solution (depending on the number of engagements per month) I am shocked about that additional basic costs you need to spend only for having a tenant that is able to to fit the needs of a development lifecycle as it is recommended. 

So this can't be the answer...

    I'm afraid, at least for the time being, you might find this is the only answer. 

    I've raised this with Microsoft on numerous occasions and have received answers such as, "Yes its the only way" or "Only use Marketing in Production and don't install it in other test/dev etc". In both cases I have told them this is unacceptable. Maybe it will change a bit with this new storage licensing model who knows? There are lots of background Azure services Microsoft have to pay for when running an Marketing instance so I suppose they want to make sure they're covering their own backs. Yes I know it's all one company but you can bet your ass they charge each other for stuff like this between departments.

    Hello Martype,

    Thanks for raising your concern. As of the moment, your understanding is accurate that purchasing additional Marketing app instances is the only option to deploy on additional instances. 

    Having said this, good news is that responsible colleagues at MS in response to the received feedbacks are seriously looking into how to refine the offerings for meeting the customer development cycle needs . I do not have any ETA to share right now but can surely say its been worked upon.

    The new licence pricelist May 2019 there is now a sector Dynamics 365 for Marketing Additional Application

    Dynamics 365 for Marketing customers who need an additional Marketing application for non-production use or for a separate instance, may purchase the Marketing Additional Application. With this application,

    customers get 1 instance of the Marketing Application, contacts are pooled at the tenant level, and not included with this application.
