SETTLEMENT DISCOUNT amount field not editable

Good afternoon community.

I'm unable to discover the reasons why I'm unable to edit the field settlement discount when settling the transaction.

Path: -> Customer transactions page -> Settlement tab at the top -> Settle transactions 

Could you please advise if this is setup field or something that I'm missing?

    Image below shows a workaround, but I want to know why does not shows as standard.
