Delayed supply is not considered in the MRP

Dear experts,

We are seeing an issue with MRP, when the incoming supply (we use purchase and transfer orders) are past their delivery date (f.x. stuck in customs, but the ETA is not updated), is not considered in the MRP calculation.

Say, we have incoming transfer order with delivery date May 1st 2018, but it was delayed in customs and has not been received yet. If we run the MRP on May 2nd, the MRP will just ignore it and suggest a new transfer order. 

Is this a feature or a bug? We are not always able to have the ETA date updated, and MRP creates a lot of issues by suggesting excess supply.
