First you would need to find local SMS service provider. Based on their webservice call, we would need to built application program for integration to CRM.
In CRM, to link SMS activities to contact/account; you would need to create Activity entity for SMS.
Based on the scope, you can utilize with campaign to Mass/Single SMS send.

There are multiple addons which you can use to send SMS, as well as you develop your own solution to send SMS from Dynamics CRM 2016.
