Upgrade CRM 2011 to CRM 2013 Import Organization and User Mapping

Hi there,

I am working on upgrading CRM 2011 to 2013, and I have installed a new deployment of CRM 2013, and trying to import the existing organization. 

I have backed up and restored the SQL Server database and when I am importing the organization, there is an error of mapping users using the auto mapping. The error stated that "the Active Directory user must be mapped to at least one enabled Microsoft dynamics user who has System Administrator security role." I have tried using different options, even create a mapping file and manually mapped all users, no luck. I have searched a bit and tried a few things, but still not working, same error. What does it really mean?

I am new to CRM, can someone help on, how to map users>

I installed the CRM 2013 with a new deployment on an OU withe new security groups of PrivUserGroup, PrivReportingGroup, etc.
