Apparently, Redirects are useless in case when the page with the Inbound URL exists on the site. Then redirect is not happening but the page is opened. Is there a way to redirect even if the page under inbound URL exists?

The use case is such. Imagine you have a set of peer pages and one of them is selected as virtual root. That means that from any of those you have a link to the "root" that redirects to the peer set as virtual root. I tried creating a dummy parent page and redirecting from it to the virtual root page. If that would have worked, I could use the dummy page title (which had to be different from the virtual root page) to generate the text for the link, the link would point to the dummy root but redirect to the virtual root which is peer.
I know, it is weird but I could not persuade the client to use consistent and logical tree navigation. So, I end up hard-linking to the virtual root using it's description instead of the title to indicate the root.
To resolve this you would need to change the url of the page that you are no longer wanting to render at that location. I am not sure I understand the use case where a valid url would be redirected. The redirects are not really intended to provide the type of override that you might see with IIS for example, they simply provide a mechanism to move content in the site and have users directed to the new location.
