Norwegian VAT - Data package from LCS is not valid

Hi All,
 
I'm setting up Norwegian VAT for a client and I need the ile NO VAT validation result converter as a part of the setup, but the file is NOT VALID in LCS. Does anyone have the same issue or any idea of how to solve the issue?
