This issue is because you are re-registering an assembly with a missing plugin (GetAccDetailsNew.ServerAction) in the assembly already registered. Therefore, add the missing assembly to the assembly you are registering or remove the plugin throwing the error (make sure that it is not used anymore) before registering again.
