Shipping Wave - Errors out and returns to created

We have seen a recent issue within D365fo where waves are not going to 'held' status. They are processed from 'created', and return back to 'created' status. Giving the below error:
 
/The wave should be in processing state in order to continue and finalize, please process the wave again/
 
The wave is in 'processing' status when this error appears, then returns back to 'created'. We have to process the wave several times (sometimes over several days) to get it to held. This started happening recently. 
 
We are on Version: 10.0.31

    Are they being processed in batch, automatically, manually? Do you know if something changed in your Wave template setup?
     
    Have you tried regenerating your wave methods?
    Warehouse management > Setup > Waves > Wave Process Methods

    Please check the Execute Wave Process should be "waiting" Status
