Connect to Another Dataverse Instance from Legacy Dynamics CRM 2016 On-Premises Instance Plugin

I need to connect to another Dataverse Instance from Dynamics CRM 2016 (Legacy, v8.2) on-premises Instance Plugin.
 
I am using .NET Framework 4.5.2. When a record is created in Dynamics CRM 2016 (Legacy v8.2) on-premises Instance, I want to create the same record in the current Dataverse Instance (v9.2) among other things. I have attempted to use the following guides to connect to a Dataverse instance from a Plugin:
However, the quick start contains async functions. I am unsure if async operations are allowed using the IPlugin interface.
 
Can someone please provide insight on how to connect to cloud Dataverse Instance from legacy on-premise Dynamics CRM 2016 (v8.2)?
