When I run Store Operations Manager under a regular user, it first wants Windows administrator password before executing. This does not happen if the user logged on is a Windows administrator.

Thanks, it worked. I would add to first make the file Read Only before saving it to the Store Operations folder.
You can modify the manifest file to prevent this from happening. Navigate to C:\Program Files (x86)\Microsoft Retail Management System\Store Operations. Locate the file "SOMANAGER.exe.manifest". Copy this file to your desktop or any other location to work with it. Then, open the file with Notepad. Look for the phrase"requireAdministrator" and replace it with "AsInvoker". Copy the file back into the Store Operations folder, and choose yes to overwrite it. After that, it should no longer prompt for Administrator credentials.
Right click on the link | Compatibility tab | select Run this program as an Administrator on the bottom.
