Why MRP does not create Planned Work Order

My friend tried to use D365 SCM SaaS but Dynamic MRP does not create planned production order.

I tried the below but no success

in released products then “Manage inventory” tab and the “Default order settings” then planned production order. You can find this form by clicking the “Plan” tab on the “Released products” form and clicking the “Item coverage” button. If this is set to planned production order, make sure you don’t have these settings overridden in the item coverage form. You can find this form by clicking the “Plan” tab on the “Released products” form and clicking the “Item coverage” button.
I have changed the “Default order type to Production” for the Finished goods item in the Default order settings form in the Released products form of AX 2012 R3.
