I had the same issue in the past. In our case it was solved by using the workflow editor with a user where the system language is "en-us". We also used the placeholder and the URL was text instead of a hyperlink. Be releasing a support ticket and a lot of effort we found that a reason for that problem.
For now, it is solved for us.

We have case logged the same to MS and got feedback from them as per the following. I just copied both mails here for your understanding.
This is just by design as mentioned by Microsoft and the instructions area does not have more advanced HTML support.
Hope nothing harms here as this is informative in regards to this case.
Looking at this reply; I think there might be a plan to fix this bug in upcoming releases but not sure when it will be fixed.
Therefore; time being approach would be to set the D365 URL link in the "Submission instructions" area in workflow configuration, instead of selecting %Workflow.Link to web% from the 'Insert placeholder' as highlighted in my last comment in this thread.
After doing this; atleast you will get below notification (and no more jumbled words!)

We got the same issue.
Alternative solution is -- Instead of inserting %Workflow.Link to web% we simply mentioned the system environment link here. After that went back to the PO and try to submit for approval. This time; it's just show the system URL link as set in the workflow configuration.
But as always; for better clarity of such case, you should log a support request to Microsoft.
