Expense Mobile App Gives error that Premium License is Required.

We are testing the new Expense Mobile app.  After a user installs the Power App on their phone and attempt to access the Expense Mobile app, they get an error message saying that a Premium license is required.
 
Per the Expense Mobile app FAQ, a license is not required if the user has a Team Member license in D365.
 
 
All of the users have at least a Team Member license.  How do we get around this issue?
