I have created the case assignment workflow process. It's working for my contact itself. Whenever I assigned to other user the email notification not received for others. I Investigated the workflow history it displaying the below error

Please try the following ways.
1.Change your workflow scope to Organization.
2.Clear your cookies and caches or sign out and sign again.
3.Download the Technical Details for more information.
4.Use Power Automate Instead.
Power Automate allows you not only send email in D365 but also using Outlook or exchange and could send emails to external users out of D365.
Create a new Power Automate, and then set the trigger condition to when updating the owner field.
And then you could add the actions you need to send emials.
