Purchasing List - VST

I am trying to block the 'Submit' of Purchase requisitions based on some criteria from the Purchasing List View. When I check one or more Requisitions in the list, then click submit, there is a confirmation box that pops and the user has to click the push button. I can cancel this with VST "Before" event handler, but I need to access the checked Reqs to determine if I should block. How can I access the list view and specifically the checked records?

I'm not familiar with that particular window, but as no one else is jumping in, could you check the table buffers to see if the checked fields can be found there by scrolling through the records in the forms table?
