Replica of QA 'Structure and data' to DEV Instance !

Hi Friends, I have a new challenge on replica server (Dev Server).

I have 2 servers 1.) QA/Test this is we are using regularly (for any kind of development activities). 2.) this is newly created for only Audit Purpose.

my concern is how to replica of QA to Dev instance means what having the structure and data I need to move to DEV (for Auditing we need setups and existing reports).

Note: can I take backup of 'QA AOT' (Export) and then import to DEV and then later I have restore the db backup from QA to DEV.

Is it right way ? or-else we have any further way, please help me.

here need to restore Model DB (from UAT to DEV).
