As a Partner, how can I create an Automate flow on a BC Customer tenant

Here is some context : my company is a Microsoft Partner and provide a Business Central extension to our customers on SaaS. We sent a link generated on our Partner Center to our customers in order to create a Business Central techician user on their tenant. It worked, we can access the BC Admin Center of our customers and log in their BC environmnets wit this user.
 
Now here is my problem : for one our customers, I want to create Power Automate flows to automate some of their BC process. From my Partner Center, I log on their tenant's Power Platform (they gave to the BC technician user admin rights on their Power Platform), but I can't figure out how to access to their Power Automate with this user. I also tried form Business Central (from Sales Orders page, see image below), but I have an error when I click the button /Create a flow/.
 
 
Translation : /A problem occurred when opening Power Automate. If the problem persists, contact your administrator./
 
Is a Business Central technician user created from a Partner Center allowed to create flows on the customer's tenant Automate ?
 
Should I tell my customer to subscribe to an Automate per user licence, and attribute this licence to an user account for my company on their tenant ?

    Hi, I'm sorry that I'm not an expert on licenses, but I've seen the following information before, maybe it has something to do with the reason this time.
    If you want to confirm, I suggest you submit a Support Request to Microsoft Support.
     
    Hopefully other experts can give you better advice.

    Unfortunately, I don't think this works for us. Our cutomer already gave administrator rights to our BC technician partner user on Power Platform.
     
    Translation : "User includes following rights : Power Platform Administrator."
     
    It allows us to manage Power Automate environments, authorizations, and activate/deactivate flows, all from Power Platform, but it doesn't allow us to access Power Automate website and create/modify flows. Power Platform administration rights doesn't seem to include Power Automate create/modify rights. It is what we need.

    Hi,
     
    I am facing the same issue and unfortunately I think the only solution for now is that your client needs to assign a license to you when you create the flows. 
    The after the flow is crated you can share it with another user that takes ownership of it and your license can be revoked again.
