Can anyone give some simple clarification to the base and attach licensing.
I was told by the company who supplies our licenses that the attach licenses must be assigned to the same user who has the base license.
so we have base finance licenses and were trying to get attach customer service licenses for our other users but looks like that isnt allowed

Yes, there's an enforcement on licensing side: If you try to assign an Attach license to a user that doesn't have a Base license, it will fail. The enforcement checks for a Base license (regardless of which one it is), but won't allow you to save the changes until the user has a base that allows the attach.

yeah my questions was more on is it really 100% enforced to assign the attach license to the same person or have you guys done like we thought of to assign it to different people.
reasoning behind that is a finance person doesnt really work customer service so the attach license is better given to a customer service person instead. but from the wording it seems MS doesnt like that and requires or enforces? assigning both base and attach license to the same person.

From the Dynamics 365 Licensing Guide, August 2022, it should be possible:
This table shows the combination of Base+Attachments that you can use. This means that a user with a Finance base license (which would synchronize user data to F&O Environments), may receive a Customer Service Attach license, which would synchronize user data to a CRM Environment (and allow a Security role to be assigned, and ultimately, allow access to the environment)
