What would stop a user from seeing the Approval button to approve journals.
The other Approves in the same User Group can approve it.
You can try looking for security roles who don't have approval privilege.
Also, if user is not in approval group they will not approval option at all, so why you want to hide?

Have you checked if it is related to the security permissions? If this is not the issue, you can check if the drop-down button is hidden via a personalization.

The issue was resolved by recalling the journal and re-submitting it.
Not sure what the issue was but on re-submission the approver was able to approve it OK.
