Not able to create new web service in business central.
The new entry is non editable, I am facing this issue for all tenants.
Let me know if everyone is facing same issue.
You are right. Looks like a Microsoft Issue. Please report it to Microsoft.

As mohana mentioned this is microsoft issue.
You can create web service by using below code.
Page 21 CustomerWebservice true
after deploying this piece of code you will able to this web service in web services page.
