Hi, there is a similar discussion below, which seems to be a Microsoft bug.

As mohana mentioned this is microsoft issue.
You can create web service by using below code.
Page 21 CustomerWebservice true
after deploying this piece of code you will able to this web service in web services page.
Please verify this answer if you find this helpful.
