Raw materail picking work for a once consumed materail

I have a question. I have a production order and ıt has a route.Total 5 operations. With every operation ı consume a part of my BOM. Sometimes ı need to take parts back ı consumed with reverse MÇL. I need to take them to my warehouse and some point ı need to give them back to production. But when ı take them back with reverse MÇL ı cant create a work for it. I need to reset production orders to estimate and release to warehouse again. Is there any other way for it?
 
Example: With operation 1, I consumed items A, B, C and finished the operation. With operation 2, I consumed D, E, F items and finished the operation. I then had to withdraw item A back to my warehouse. I post a material picking list again and stock up on material A. When I want to put the material back into production, "release it to the warehouse" dont work, it doesn't do anything. İts doesnt create a work for item A . How can I create a work?

İf reset status of production to the estimation and release to warehouse again its create a work but all my finished operations, all other production orders under this one reset too. Can ı reset status of just one operation or a part of my BOM? Not the all production?

    Unfortunately it didnt work. I think problem is here. Released quantity still look empty after I re-release for operation. Thansk for the idea.

    Have you already tried to (re)release for example only operation 1?
