I tried to find MS documentation for the this flag, but no success. Does anybody know where to find documentation for this?

There is no documentation describing this option today. If you want to know the purpose, I can explain it here.
You can enable this option when you change the 'Run for' parameter to Criteria. Then you can enable this 'Rows with previous errors' option.
It will then loop through the staging records with the status 'Error'. These records will be processed for a new attempt to copy data from the staging to the target. This will only succeed if you solved the source of the error mentioned in the error details per staging record.
