Is it easy to upgrade from Dynamics CRM 2011 to 2016 or start from scartch in 2016?

    Provided your solution is not using any unsupported customisations I would say that it is better to upgrade 2011->2013->2015->2016 since you will keep the data and not have the difficult job of re-importing everything.
