I would like to ask if the sending time of a newsletter campaign will also have delays, although the campaign can be sent by using Real Time Marketing instead of Outbound marketing (which means that the system needs 1 hour to send to 23k emails/contacts )Is it still the same in real time functionality? Is there any way to send massively to all contacts (100k ) in the same time (by using a trigger based journey or by using power automate or an external app for this ?

This situation may be related to IP reputation.
For most Dynamics 365 Marketing subscribers this is handled automatically and invisibly, but new subscribers who plan to send marketing messages to large numbers of recipients (in the millions) might need to start small and ramp up over time before reaching full volume; in this case, Microsoft Support will notify you and help you during this process.
If you plan to send emails using customer journeys, don't forget to set the start time, which is two hours by default.
You can also choose to send bulk emails to your customers.
