MR - Unit does not exist in the current reporting tree definition

When running a report, we are receiving the warning message "Row 165 has a unit restriction of XXX, but this unit does not exist in the current reporting tree definition...". This causes nothing to be returned for Row 165.

We have confirmed that the unit does in fact exist in the reporting tree and all units are being selected when running the report. What else could be causing this?

The client is running MR CU14.

Double-check spelling in both places, and verify that there are no spaces or other hidden characters.
