Currently experiencing this error, despite having the "user" the permission to approve transaction under sales order. Hope you could help me.
Is this user in Approval User Setup page? Also are they the approver per the specific Workflow?

Adding to Andy's reply, have you given the user with a role and permissions that will allow for Sales Order Header Read and Modify? If you have not the message you received will appear. Try adding to the Approval User S&R-Q/O/I/R/C and DOC-APP-USER.
