External Catalog Setup - cXML message box not enable

I am trying to setup an external catalog for Punch-Out e-Procurement. I am following the article https://learn.microsoft.com/en-us/dynamics365/supply-chain/procurement/set-up-external-catalog-for-punchout#configure-the-external-vendor-catalog 
 
While setting up an external catalog the cXML message box is not opened hence unable to set properties.  Please refer below screenshot.

    You may check your permissions, and also use the Restore message format at the top of your screen.

    I have the same issue. The restore function does not fill the message format and no ability to add a new line etc.

    The issue turns out to be bad UI design and a missing scrollbar.
    The setups were only hidden because the layout was zoomed too much in and there is no indication that there is hidden information on the form. So solution to see the cXML Setup request in Message Format section is zooming out. (CTRL+ -)

    Hello,
     

    To view the cXML message box, you may need to collapse the other sections on the page or zoom out. Once you do this, the cXML section should become visible and you will be able to configure its properties.

    Please let me know if the issue persists after trying this.
