I wanted to ask, where can i apply for BC exams to achieve a certification? As i understood, partners need to pass an exam, if they want to offer BC to new customers?

No, future BC certification are actually not related to this certification path. D365BC exams are not yet released.
It's not true that partners needs to pass an exam in order to offer D365BC. Partners that wants to sell D365BC licenses must be enrolled in the CSP program.
