Access control & App Designer

Studying the capabilities of Microsoft Dynamics 365, I encountered a problem with access of users with different roles to applications in CRM.

There are two applications. One of them is the default for the administrator (the option "Hide for all roles" is specified) - "Dynamics 365 - custom"; the second - limited, for sales (in roles management the access for Administrator and Seller roles is specified).

There are two users. One - administrator, the second - seller with the appropriate role.

When the seller logs into the system using the Connection String (ends with .dynamics.com), he/she enters into the admin application, although this user doesn't have access to this application. But if I sign in with URL portal.office.com under the seller's account, then the authorization takes place as it should - the user with the role of the seller falls into the appropriate application.

Did I miss something in the security settings? And how can I solve this issue of user access to applications?
Thank you.
