First off, I am a CRM newbie. this problem surged when we ran powershell scripts to quit a continously generated error log related to MSCRMMonitoringTest
Reviewing the logged logs at Server Level, I comment the following:

In order to prevent this error from still occurring at the level of the Event Viewer logs, we ran the next Powershell commands to solve the issue:
Add-PSSnapin Microsoft.Crm.PowerShell
Get-CrmSetting -SettingType MonitoringSettings
$set =Get-CrmSetting -SettingType Monitoringsettings
$set.StoreResultsInDatabase = "true"
$set.ResultsToKeepInDatabase = "10"
$set.MonitoringOrganizationUniqueName ="organizacion CRM"

But after doing this, the problem now is error 18690, generated repeatedly. I was wondering how to get rid of it.
Monitoring runtime failed: Machine: CPMV400116: Exception: SmokeTests have not completed in time for a new instance to start. Please collect the logs before killing SmokeTests Process.
