Is Outlook 2013 Not Compatible With the 2016 CRM Plugin for Outlook?

I have a user who is trying to run Outlook 2013 with the 2016 CRM plugin for Outlook. This user is unable to open CRM records as the window auto closes when clicked to open. The user also cannot access CRM settings in Outlook.

Is this a compatibility issue?

    Tenfold can help in integrating MS Dynamics 365 and enabling click to dial in Outlook. Our click to dial also works on webpages opened in Chrome. www.tenfold.com/.../dynamics
