The issue is that our emails are displaying very poorly in Outlook, despite the fact they look fine in the Marketing App preview. When viewing the email in the Designer and the Basic Preview, the templates look and work great: the layout is correct, responsive items work beautifully, everything works as expected. However, in the inbox preview and in the actual received version in a live Outlook inbox, the template breaks BADLY. Items which should appear in a 2-column layout at the full resolution are stacking, spacing is wrong. The email is constructed using Content Blocks, which are shown to be a native function in the Email Templates editor. We also tried using the out of the box Newsletter template in the Marketing App. The WYSIWYG editor appears to automatically add word-wrap to the div elements. How do we get our emails to retain their appearance in Outlook?
The issue seems to be with the columnContainer; because per you cannot have columns and sections inside content block. MS reports that they do not support this.

I have reproduced the problem in the client of Outlook 2016. However, it is displayed in a 2-column layout normally with Outlook web terminal or other email clients.
I did a search and found that many people using the Outlook client have this problem.
For example:
Outlook 2016 emails display in a narrow panel or column (microsoft.com)
HTML email in Outlook Mail on Windows 10, a total mess - James' Blog (jmwhite.co.uk)
But unfortunately, I didn't find an effective solution.
You can submit the issue to the Forum of Outlook to seek better help.
What’s more, the 2 columns in your email are in one Content block. You can try to split them into different Content blocks and insert split blocks into columns with the Toolbox in the right.
A separate Content block can also be placed in each Column.
The Column tool here can be displayed correctly by Outlook.
