Multiple outbound final shipping locations

I have configured outbound docks as outbound final locations in D365. Adv. WH (Out 1, 2, 3 etc.)
Looking for some guidance to pre-assign the outbound docks for the work created .
What I observed is, work is getting created with put to Out 1 location always since it is first in list of outbound locations.
 
Any suggestions on how do we achieve this ?
