Hi,
After the requestor submits purchase requisition to workflow.
We need the reviewer to change the Buying Legal Entity in PR lines.
Is there any way we can review and change the Buying legal entity.

I think it is possible. My advice would be to consult the documentation site of Microsoft about this topic:
learn.microsoft.com/.../set-up-permissions-for-ordering-products-on-behalf-of-someone-else

You can do it only while creating the requisition, you cannot change the legal entity after submitting the document.
I like to have this feature in PR as it not have any financial or commitment effect.
