Our Restore button is grayed out (inactive). We want to restore from a Production instance backup that is in (CAN) region, to our Sandbox instance which is in (NA) region... is it possible to restore from one region to another region? Or is our inactive Restore button another issue?

It is possible, however it is a manually managed process that is handled by the CRM Online Service Engineering team in Microsoft.
