I have MS RMS disc but new computer does not have CD drive. Can I copy CD to an external HD with an old computer and then use that file to install on new laptop?

As SDDXB mentioned, if you are on MS' BRAP/BREP support plan, one can download the proper files from CustomerSource.
Yes, you can transfer the files to USB or HD and install it . You should be active in BREP to get updates from MS site.
