Error: Budget Exceed for Project

Error 'The entry category for 40200 on project 4000842-001 cannot be submitted because it would cause the cost budget to be exceeded by 62.17' is seen when attempting to confirm or invoice purchase order, which is tied to a project. Project balance is sufficient.
 
This issue happened after a purchase order line was amended.
 
Checks indicate few of the purchase order line are not defined in the budget. Only one PO line is defined (meaning it has an activity number tied to the project, and has budget period).
 
 
Due to urgent request to have this PO invoiced, budget overrun is allowed.
Would appreciate help with correcting this error without allowing budget overrun.

    Can you confirm if the issue is due to some extensions or third-parties.
    You can submit a SR to Microsoft for further investigation.

    Looks like you have project budget defined for this category and activity combination and also validation of budget on project master data.
     
    This is showing exceeding the budget by 62.15 , and on project budget remianing budget is zero.
     
    Can you go to project and check if the budget is approved?

    Yes, there is project budget defined for this category and activity. There is sufficient budget.
    However, checking through each PO line financials, I notice there is another category for three of the PO lines, which does not have an activity assigned to it. Nor does it have a period year, and budget is not defined.
    Refer screenshots below.

    I believe this is the issue.
